Abstrak

Artikel ini menganalisis keputusan Presiden Prabowo Subianto untuk tidak menetapkan banjir Sumatera November 2025 sebagai bencana nasional dan menolak bantuan asing dari dua perspektif yang saling terkait: diplomasi bencana (disaster diplomacy) dan manajemen krisis pariwisata (tourism crisis management). Dengan menggunakan kerangka teoritis kedaulatan positif, destination image recovery, dan sustainable livelihood framework for tourism (SLFT), penulis berargumen bahwa kebijakan ini merepresentasikan pilihan strategis yang legitimate untuk menjaga citra destinasi Indonesia, melindungi investasi pariwisata prioritas super di Sumatera (khususnya Danau Toba), dan membangun ketahanan destinasi jangka panjang. Kajian ini merujuk pada literatur akademis terkini (2021-2025) tentang disaster diplomacy, tourism crisis management, dan post-disaster destination recovery.

  • Muhammad Rahmad, Institut Pariwisata Trisakti

    Muhammad Rahmad adalah Alumni PPSA Angkatan XVII Lemhannas RI, Direktur Eksekutif Pusat Kajian Pariwisata Indonesia, dan dosen di Institut Pariwisata Trisakti Jakarta. Dengan pengalaman 14 tahun sebagai CEO korporasi pariwisata dan 12 tahun memimpin asosiasi pariwisata, serta 17 tahun sebagai staf diplomatik senior di kedutaan besar Indonesia yang menangani hubungan kerjasama ekonomi Internasional.
